 FWIW, I seem to have the opposite problem. My tor (with obfsproxy)
 bootstraps fine '''only''' the first time. Subsequent bootstraps then lead
 to the 60-second-problem.

 Also, I can't reproduce #9557. I just tested this with tor v0.2.4.16-rc
 (git-dcf6b6d7dda9ffbd) using:

 {{{
 tor --datadirectory /tmp/tmptor --bridge x.x.x.x:443 --controlport auto
 --socksport auto
 }}}
 This setup worked fine for me.
