 We should let Matt Pagan commit to the website, since he's going to be
 fixing our faq and having somebody like me be the bottleneck to merging
 it is silly.

 I've sent Matt instructions for how to create an htdigest output, which
 he should I guess sign and get it to Sebastian or Andrew secretly.

 I notice we have no instructions about svn accounts on
 https://help.torproject.org/tsa/doc/accounts/

 I assume that's because svn accounts have nothing to do with ldap or
 any of our other infrastructure.
