 If we do, it shouldn't be by fetching an external web resource every n
 minutes. If we do that, we will trick the Tor client into thinking it's
 active, and it will never slow down on its directory requests, preemptive
 circuit builds, etc.

 I wrote a ticket long ago to have Tor expose "what circuit Tor would
 choose if you were to make a stream right now to the following
 destination" on its control port, but people didn't like it for a variety
 of reasons.
