 It looks like the issue may be from trying to run Toolsack 1.1 basline on
 Windows 7. Looking into this now.

 I know this isn't going to help the Tor people, but maybe it will help
 Windows users if the Tor people decide against adding  a default NEWNYM
 feature in !TorButton.
