 With persistent entry guards, there are potentially records that correlate
 activity from multiple IP addresses, such as VPN exits or WiFi access
 points.

 It's readily accomplished by stopping tor, deleting everything in
 DataDirectory/, and starting tor. But that's crude.

 A command line option would be simplest to use.
