 I found the problem why results of enabling or disabling uTP were so
 similar: my local changes to Steven's tor branch that enabled or disabled
 uTP have been ignored by Shadow when preparing the simulation (see
 [https://github.com/shadow/shadow/issues/161 Shadow issue 161] for
 details).  All simulations ran Steven's unchanged uTP branch that only
 uses uTP when connecting to the public IP of Steven's test machine, which
 was of course not part of the Shadow networks.  So, all results above that
 were meant to use uTP on all links are invalid.  Bummer.

 After fixing the Shadow setup on a 4 GB machine, I ran into a new issue:
 all tor nodes say they're attempting to use uTP for their connections (so,
 my local changes are accepted this time), but none of the file downloads
 succeeds.  I uploaded the gzip'ed scallion.log here (8.8M):
