 @Transifex said it was a caching issue.

 According to support forum
 (https://getsatisfaction.com/indifex/topics/translation_memory_bug_or_misunderstanding#),
 I think the issue could be fixed by chaning Access Control setting.

 One of transifex developers wrote in reply:

   The problem happens because your project is set to Free For All, thus no
 teams are available. This is somehow messing the creation of the stats for
 the filled up resource once there is no teams to get languages from.
