Comment:

 My error, I had actually written into torrc,

 GeoIPv6File .\Data\Tor\geoip6 [missing "v" before the final "6"],

 so of course the proper file couldn't be found. I was sloppy because I got
 the file from

 https://gitweb.torproject.org/tor.git/blob_plain/HEAD:/src/config/geoip6
 [no "v"].

 Replacing geoip6 with geoipv6 in the torrc line eliminates the warning
 lines in the log. - eliaz
