 Streams that got made when __LeaveStreamsUnattached is set should be in
 state AP_CONN_STATE_CONTROLLER_WAIT. So they should be skipped in
 connection_ap_attach_pending().

 Can you explain the bug you're seeing, and how to reproduce?
