 It shows that my bwauthority.py has been unhappy since the upgrade, see
 #8698.

 BTW, I'm still running Tor v0.2.3.9-alpha-dev. Is that what y'all are
 using too? I'm under the impression that we should use the same
 Tor. Correct?
