 Here's an example scenario to consider: what if the other authorities vote
 Running for this guy, but we don't? Do we want to vote against his Exit
 flag in this case?

 Same with Fast -- I'd say we should vote as reflects our thresholds and
 definitions, and not take away flags just because we didn't find the relay
 reachable.

 Unless I misunderstand how the new decisions are made?
