Comment:

 Merged the diagnostic branch to 0.2.4.  Let's see if this causes anything
 we can fix.  Putting this in needs-information pending more info.

 (You probably aren't using optimistic data unless you know about it.
 Generally, yes, you can test branches by applying them to the latest tor)
