 Please review my branch

 maintained branches.

 Also, please merge my branch
 [https://gitweb.torproject.org/karsten/tor.git/shortlog/refs/heads/geoip-
 manual-update-apr2013 geoip-manual-update-apr2013] into master. MaxMind
 changed twelve 'A1' ranges that the automatic substitution algorithm
 couldn't fix and that I had to fix manually.
