 We should update the torbutton icon to the old un-toggled graphic if a
 check.torproject.org or internal mapaddress test (#6546) fails.

 We would also need some kind of tooltip or other explanation, and the menu
 options should be eliminated, perhaps replaced with a link suggesting the
 user download fresh TBB and try again.
