 For the record: this Tor instance is still running since March 28 and 2
 (two) "No circuits are opened" messages appeared - but only 2 and no
 messages were suppressed in the log:

 Mar 30 09:54:22.000 [notice] No circuits are opened. Relaxed timeout for
 circuit 295 (a General-purpose client 1-hop circuit
 in state doing handshakes with channel state open) to 60000ms. However, it
 appears the circuit has timed out anyway. 1 guards are live.
 Mar 31 05:03:48.000 [notice] No circuits are opened. Relaxed timeout for
 circuit 383 (a General-purpose client 1-hop circuit
 in state doing handshakes with channel state open) to 60000ms. However, it
 appears the circuit has timed out anyway. 0 guards are live.
