 Since Nick unfortunately rejected (or not?) being the http proxy directly
 inside Tor AND managing Shim with HttpPort... Here is my proposal...

 Who says torc may only be phrased by Tor? Users can still add HttPort's to
 torrc. Tor is free to ignore them.

 The tor-http package (or other name) contains Shim and ALSO phrases torrc.
 tor-http forwards the traffic to SocksPort 9050 (or different, configured
 in torrc). Each HttpPort will start a Shim instance. Each Shim instance
 will use a different SOCKS username for stream isolation.
