 Also, I think it would serve us to design this so that we can put pretty
 much anyone in this fallback mirror set without consequence: even if 80%
 of them end up being down in a year. If this means we really should solve
 #4483 too, perhaps #4483 should be made into a child of this ticket,
 instead of #2664 directly?
