 Great news! I spent many hours doing some hardcore debugging, and think I
 have fixed most of our bootstrapping issues. Once I noticed the abnormal
 behavior from a combination of Shadow debug logs (ouch!) and Tor info
 logs,

 I'm re-running my big suite of experiments now so we can count the errors
 in a larger sample. If we are relatively happy, we can finally get back to
 the main reason this ticket exists ;) I'll post those results when I get
 them.
