 Order in the torrc file doesn't matter (except for LINELIST and LINELIST_*
 things).

 Also, while ClientOnly works to disable actually opening the DirPort or
 ORPort, it doesn't provide a workaround for bug #6507. Good thing we're
 fixing it.
