 I've tested the n23-4 branch, and its broken :( Vanilla Tor works as
 expected, but clients are plagued with socks connection errors when n23 is
 turned on, so no one ever downloads anything. I guess that means we should
 stick with n23-2 going forward, until a new n23 patch is written in #5379.
