Comment:

 Yes. We definitely "compared performance in simulated network". It
 confirmed our guess about an appropriate value, and also showed that it
 should be helping performance.

 There remain further research questions, such as "For example, should the
 TokenBucketRefillInterval value be a function of our available bandwidth?"
 but I think we can put those off.
