Comment:

 Unfortunately, leaving tabs open would be a somewhat deceptive feature, as
 many websites today actually have code to restore cookies that get cleared
 while their tabs are still open.

 Also, we want to change how Tor uses circuits for website linkability
 reasons. Circuits will become bound to first party websites. See #3455 and
 #6733.
