 flash proxy client.  (We should find out which option(s) there are, and
 create a new ticket for it.)

 The necessary torrc options are here:
 https://gitweb.torproject.org/flashproxy.git/blob/HEAD:/torrc. It will
 change a little bit when we have a managed proxy.
