 A wrapper around the ATTACHSTREAM control command. My implementation is
 [http://repo.or.cz/w/stem/neena.git/shortlog/refs/heads/attachstream-
 wrapper here].

 The test is a little wonky right now. We should put off reviewing/merging
 it until Stem has event handling, and until the test is fixed to use it.
