 Oh, yah. We should probably use all of the consensus bandwidth weights and
 compute the real smartlist_choose_by_bandwidth total weight for each rule,
 and set limits for each of these rule weight fractions of the consensus we
 have.

 I still think this is small-feature. I don't think anybody else is really
 going to care about it anyways. Nobody else but me seemed to care about
 your initial choices. Even lodger seems to have wondered off already ;).
