[tor-bugs] cookies protection bug

I noticed that there is a “cookie protection” feature in TorButton, I tried
that to save youtube html5 join cookies, but that doesn't work, after TBB
is closed, all cookies are still deleted, this should be a bug

HTML5 can be enabled by setting a single cookie, "PREF", to
"f1=10000000&f2=40000000"
