 While traveling in India, I've found that Tor is able to successfully
 connect to the Tor network only when using a bridge. It appears that Tor
 will open many many connections to all of my guards but for various
 reasons, the network fails and the process repeats. When a bridge is used,
 it seems to stage the connections differently. Now I am able to
 successfully connect with a bridge and it has a single TCP connection open
 to the bridge.

 It would be nice to have a mode where we automatically detect this kind of
 failed network, as this is *not* blocking by the network but rather that
 Tor is simply way way too aggressive.

 I think this is technically a bug as Tor simply cannot work on the AirTel
 network when it is overloaded but I'm calling it an enhancement, as well,
 who uses AirTel? I guess a few million people but who knows how many of
 them use Tor?
