 Wouldn't it be 0/something, not something/0?  In any event, yes, the >1
 MB/s ones are the interesting ones.

 So if we put the cutoff even as high as 1 MB/s, the remaining ~400 routers
 see a 9% increase in usage, and no one's on a crappy router.

 Hmm.
