 We have preliminary drafts [http://www.wangafu.net/~nickm/volatile
 /chopper-spec.txt here] and [http://www.wangafu.net/~nickm/volatile
 /tlsext-padding.txt here] that are sufficient for the deliverable.  These
 drafts are not final versions, but preliminary drafts currently receiving
 feedback.  Any further feedback or revisions should happen in another
