 I started doing a part of this here: https://gitweb.torproject.org/ooni-
 probe.git/commit/3baf68b4df709c039d8c3d856891afebd6077949.

 The location of such report files is not yet configurable, and this is
 only an implementation of the first part of the reporting procedure (only
 the POST). The PUT method will entail doing an append to the file.
