Comment:

 This has been partially implemented, in the sense that it only measures
 manipulation of the HTTP request methods, not of the headers. The reason
 for this is related to a bug in twisted: a possible solution to overcome
 this has been outlined in this other ticket here:
 https://trac.torproject.org/projects/tor/ticket/7432
