 This is because of the apparmor profile 'system_tor' that replaces old
 usr.sbin.tor and that has effect only over tor loaded as a system service.

 IMHO the best thing to do here is to add a line to allow tor execing
 obfsproxy in the file /etc/apparmor.d/local/system_tor.
