 I've been running a test branch with this for a couple days now. The core
 functionality of CBT seems the same, which is good. We're still allowing
 pretty much exactly 80.0% of the circuits to complete with this change.

 However, arma's hack ("No circuits are opened. Relaxing timeout") has been
 triggered twice over the course of around 5000 circuits. In each case, the
 victim->n_chan (ORconn) was in state "opened", and I had not changed
 anything about my network as far as I know.. I guess it is a good idea to
 keep it at info.

 If we're OK with this rate of false hack application, I think this branch
 is ready for another review and potentially a merge.
