 "You place the file in \AppData\Roaming\tor\geoip, but look at
 AppData\Local\Tor"

 That's wrong. It's the opposite. The file is placed in
 "C:\Users\administrator\AppData\Local\Tor" and you look in
 "C:\Users\administrator\AppData\Roaming\tor\"

 I'm sorry for the confusion this might added.
