Comment:

 I'm on the verge of calling this "not a bug"; from time to time, in our
 alpha releases, we'll have a unit test bug that keeps the tests from
 passing bug doesn't actually hurt Tor.

 That said, it's probably a fine idea to have an "install if the tests
 pass" target, so long as there is also an "install whether the tests pass
 or not" target.

 Is there a standard for this? The gnu coding standards, for instance,
 don't say that install should run check, IIUC.
