 An increasing number of users are 'running' torbrowser.exe from the
 download page. This causes the 7zip extractor to extract to a temporary
 directory. Once IE is closed, the temp dir goes away, along with the
 extracted tbb.

 Telling the user to 'save as' may work on our download pages.
