 For the original report, it looks like gabelmoo was somehow wedged such
 that it took between 75 and 105 seconds for people to publish their vote
 to it. See comment 5 for when it noticed that it was napping for 2-3
 minutes. This still-unexplained wedging triggered synchronization problems
 in agreeing about the consensus.

 If I had to guess about the wedging, I would guess some sort of VM/VPS
 bug. Distant second guess might be a libevent bug.
