 I think it's clear there's some kind of correlation here, where having one
 failed consensus means it's more likely the next will also be missing. My
 theory for what's happening is still the same, it's network issues at one
 authority meaning it can't get through to all others in a sane timeframe,
 but eventually gets there for some of them.
