 I've attached a list of ‘deviant consensus times’ from 2011.  Most of the
 failures happened in bursts of contiguous missing consensuses; we will
 need a visualization.

 Oddly, my scripts didn't find any consensuses in the metrics-archive
 tarballs generated at a half hour.  I suspect that the consensus archive
 system doesn't catch those.
