 Sometimes directory authorities have clocks that are wrong by several
 minutes. This happened on gabelmoo for a while.

 I would say this is not an isolated event, but it also doesn't happen
 often enough to be a real problem. We should do some of the steps we know
 will improve the situation, and then see if there's a reduction in
 frequency.

 Speaking of which! How about getting Karsten or somebody to make us a
 visual on how often we fail to achieve a consensus?
