 I agree that this should be closed.

 If somebody wants to resurrect this idea, the right thing to do would be
 to figure out what information to export in order to let a controller know
 what constraints are on streams that Tor would attach to each circuit, and
 what Tor's preference order is.  If somebody wants to run with that,
 please open a new ticket.
