Comment(by karsten):

 Now that #4683 is done, how do we proceed here?

 Can we agree on a schedule containing substeps and dates to turn this huge
 single block of work into bite-sized pieces?

 It might also be useful to identify pieces that can be done by a Tor
 person with little clue of simulating things or by a simulation person
 with little clue of writing Tor patches.

 I assume November is still the deadline we aim for and that July is
 unrealistic.  Please correct me if that's not the case.
