Old description:

New description:

 Fix the IPv4-only:isms we'll find when trying to run a bridge
 authority on IPv6.

Comment(by ln5):

 Correction.  Is prohibited to bind to _only_ an IPv6 address.  This
 might not be priority one to fix -- bridge authorities will want to be
 on IPv4 for quite some time yet.

 Let's keep this ticket and collect other bridge-auth-on-v6 issues.
