 > I suggest, if Tor is running/bootstrapping/authenticated, the Settings
 button is set inactive/shadowed with the tooltip saying something like
 "Please stop the Tor browser before changing the settings".

 That would be a shame. Changing settings while Tor is running is one of
 the main use cases we have in mind for Vidalia.
