Comment:

 Have not been able to reproduce this yet, but it seems like the problem
 could be:

 1) the /cache folder is not being properly created or has incorrect
 permissions

 2) the cookie auth file has incorrect permissions

 3) something in the system is actively changing permissions of files

 4) The Tor process is running as a different user id than the Orbot app

 Will work on some diagnostics to try to figure out which it is, and create
 a debug/dev build to see what we can do.
