 Some people really are behind firewalls that block connections to public
 Tor relays, but do not block connections to bridges.tpo or to Tor bridges.

 Vidalia will need to compute HMAC-SHA-256 soon, so I don't think this
 would remove the OpenSSL dependency (at least not for long).
