 There's also #5693 which should probably be closed as a duplicate.

 And see also #4235, #4258, #4262 for related topics. It seems people can't
 agree on what ought to happen when the browser closes. Vidalia 0.3.x
 implemented a popup window when the browser closes, to ask the user what
 she wants to do. That's fine, but a) it doesn't support what this ticket
 wants, b) you have to choose right then, and there's no way to later run
 the browser, and c) none of our TBB users have Vidalia 0.3.x currently.
