Comment:

 1. 1.4.5.1 does not have the fix.
 2. If 1.4.6 has weird window sizes "once", or in "some cases", it's not
 this bug. File a new bug and describe the cases in more detail.
 3. The non-tor initial state issue is a different bug. It doesn't happen
 for me? File a new bug with details.
