 In several places throughout the codebase and specifications, we say "GMT"
 when we ought to say "UTC".  Nearly all of these are trivial to replace,
 except for our "parse_rfc1123_time" and "format_rfc1123_time" functions,
 where we apparently depend on the exact string GMT.  Everything else can
 change.
