 When every OONI test runs we need to collect information on the local
 running network.
 At a most basic level what we need to know is:

  * ASN
  * External IP address (optional)

 Possibly also:

   * Is the machine behind NAT?
   * Is the machine behind a firewall?

 Is there anything else?
